California updated Education Code Section 48000[d] to refine the definition of a developmentally appropriate transitional kindergarten (TK) curriculum, removing the phrase "modified kindergarten" to eliminate confusion.
The revised standard explicitly defines TK curriculum around a strengths- and play-based approach aligned with the Preschool/Transitional Kindergarten Learning Foundations (PTKLF), tailored to children's developmental stages, home languages, and cultural backgrounds.
To support implementation across school districts, the California Department of Education provides evaluation toolkits, principal checklists, and instructional material adoption standards that emphasize playful, child-directed learning over traditional worksheets.
